Short answer: it depends on whether your existing school qualification is already recognized as equivalent to a German Abitur. If yes, you typically need TestAS. If not, you usually need a Studienkolleg year first, which ends in its own entrance exam (the Aufnahmeprüfung) — not TestAS.
